Since 1989, the City Council of Oeiras Municipality has been implementing the Program for Espirito Desportivo (Promotion of Sportsmanship) a set of actions to promote the values and principles of fair play with the educational community and sports. The Festival of Sport with Sportsmanship is held annually since 1999, represents one of the "highlights" of this program. It involved about 800 young people of all basic and secondary schools of the county, selected not for its merits or sporting abilities, but by their actions and attitudes evidenced throughout the school year within their educational communities. The Football By Carlos Queiroz joined the event as organizer of the activity of football and has provided approximately 200 participants a positive experience.
